Luis Cotto was born and raised in Hartford. His parents are from Puerto Rico and often Mr. Cotto travels from Hartford to Puerto Rico. In this interview Mr. Cotto talks about the tobacco industry in Connecticut that brought in Puerto Ricans. Also, Mr. Cotto talks about public housing, known as Section 8 when he was young, and talks about the problems surrounding him and public housing in the 80s relating to gang and violence. For Mr. Cotto his identity is very important, and talks about the complexity of culture and assimilation for different communities.
